Claudette Marley stood beneath the overhang near the far right corner of the Elk Creek Community Church building, puffing on a cigarette. It was her usual smoking spot before stepping inside for the morning worship service. Her faded raincoat reeking of smoke, she took her usual stand inside the foyer behind Harley Phipps, the church’s soft-spoken official greeter.
